All ordinances of a permanent and general nature, as revised, codified, rearranged, renumbered and consolidated into component codes, titles, chapters and sections, shall be known and designated as the “Centerville code”, for which designation “code of ordinances” or “codified ordinances” may be substituted. Code title, chapter and section headings do not constitute any part of the law as contained in the code.

CITY LAWS, ORDINANCES, REGULATIONS AND OTHER INFORMATION

Dogs and Cats: The City of Centerville does require a license for all dogs within city limits. A license can be obtained at City Hall from the finance officer at the cost of $5.00. Proof of rabies vaccination must be presented at the time of purchasing a license. It is unlawful for any pet owner to allow their animal to run at large.

Building Permits: Required for most construction. We ask that you get a building permit for storage sheds, fences and the like. Please contact the finance officer at city hall for more information and fees. Further building permit information can be found here.

Mowing: It is a requirement that all homeowners, business owners and renters maintain a well mowed yard. To allow weeds and grass to grow to maturity on your property is considered a nuisance. If a property is deemed a nuisance a warning letter from the city will be sent. If the issue is not remedied within 5 days of the warning the city will take action and bill the occupant or owner for the cost.  

Snow Removal:  It is the duty of the occupant to remove all snow or ice from the sidewalk within 24 hours of daylight after the snow or ice has fallen.  Failure to comply will result in the city removing the snow and billing the occupant.

Snow Removal on Streets:  Whenever there is a forecast of 2 or more inches of snow for southeast SD, there shall be no parking of motor vehicles on city streets for a period of 24 hours following such forecast or until snow removal operations have been completed. Failure to comply will result in a warning ticket, if the vehicle is still parked on the street it will be towed at the owner’s expense.

Trash and Yard Waste: All households must have a garbage removal service. Garbage service is not city owned, but there are several private garbage services available. There is a dumping location for branches, leaves, grass and untreated, unpainted lumber without nails on the west side of town.  All other waste that your garbage service will not pick up and is not allowed at the city leaf and branch pile must be disposed of at the local dump which is about 7 miles west of town. Water/Sewer Deposit: All renters and new homeowners pay a deposit of $150.00.  This will be refunded for home owners after 2 years if satisfactory credit has been maintained or at the time of final payment in full. For renters the deposit is kept until they move from town or purchase a home.

-There is always a reconnect charge on the first water bill of $15.00. This charge covers the name change and meter reading even if the water was not physically shut off.

-Water bills are sent out at the beginning of every month are due on the 20th of that month. If you are late in paying your bill a $10.00 service charge will be applied. If the account is not taken care of by the 15th of the following month water service will be disconnected until the total amount due on the account is paid as well as a $50.00 reconnect charge.

** Occasionally an insert will be included with your water bill to inform you of any news from city hall.
